(Photo: Doreen Tighe/Yahoo) A town in California is setting a new standard for energy efficiency in their community. By ordering a solar power system, the city of Sierra Madre will eliminate its annual electricity bills. Sierra Madre, in the San Gabriel Valley area, is set in the foothills of the California mountains. It is surrounded by mountains covered with forests and houses. Sierra Madre contracted with local solar installation company SolarCity, which designed the solar system to generate 30 kilowatts of energy, enough for the town to use for the next 20 years, at a cost of $7,000. Sierra Madre Mayor Chris McKenzie says, "Solar is part of our overall plan to be energy efficient. It fits into our overall energy plan." McKenzie adds, "This is a pilot program, and we'll see what happens." The town's electricity bill is $39,000 a year, according to the city. That bill will now be $0. The installation of solar panels on the rooftops of almost 50 homes in the town is part of a larger effort to save the city money, protect its environment and be good neighbors. The community, which has a population of 54,000, was awarded the Solar America Initiative Award by the U.S. Department of Energy for their work in solar power. The award was given last year. According to the Sierra Madre City Council, that award has brought a lot of attention to the town. In 2009, the council approved solar panels on the rooftops of the city's public buildings. To date, almost 20 percent of the city's electricity is produced by solar. The city says they have saved about $72,000 on their electricity bills since installing solar panels. The city has also taken some precautionary measures to protect the environment. "We've made changes to our storm water and irrigation systems to cut
